Vyborgskaya Cellulose and Sustainability “Sustainable development is development that meets the needs of the present without compromising the ability of future generations to meet their own needs” Brundtland commission of the UN on March 20, 1987: Vyborgskaya Cellulose has recently completed the construction of the world’s largest wood pellet plant. The plant is located near the town of Sovietsky in the Leningrad region of Russia. The production is expected to start during December 2010. The annual production capacity of the plant is 1 million tons of wood pellets. This is at least twice as large as any other pellet plant currently in existence. At Vyborgskaya, we are committed to a continual process of assessment and development to decrease the environmental impact of the operation of our equipment and our business operations. We constantly scrutinize the green credentials of our business practices in the pulp and paper plant as well as the wood pellet manufacturing facility. With the increase in the use of biomass by many European utilities, there has come an increase in the need by wood pellet manufacturers to document the supply chain for the wood used in the manufacture of wood pellets. Vyborgskaya takes its responsibilities seriously and has ensured that all the timber used is from a sustainable source. To ensure compliance with sustainability criteria, Vyborgskaya is currently applying for both the Green Gold Label and Forest Stewardship Council. We are further committed to reducing the end energy use (carbon footprint) of our manufacturing plant by subjecting it to regular reviews. This is another approach we undertake so that it evolves in an environmentally friendly way for the benefit of generations to come. To demonstrate how seriously we at Vyborgskaya take our environmental responsibility we have recently commissioned SGS Ltd to produce a carbon footprint assessment of the wood pellets produced at our plant in Sovietsky Russia. The pulp and paper mill recover linosuphonates from the spent pulping liquids. This product is an organic by product. The single largest use for lignosulfonates is as a plasticizer in making concrete where they allow concrete to be made with less water (giving stronger concrete) while maintaining the ability of the concrete to flow. Lignosulfonates are also used for the production of plasterboard to reduce the amount of water required to make the stucco flow and form the layer between two sheets of paper. The reduction in water content allows lower kiln temperatures to dry the plasterboard, saving energy. The environmental and socio-economic impacts of the operation of the plant are under constant scrutiny and Vyborgskaya by virtue of being the largest employer in the town of Sovietsky and surrounding area has a great responsibility to the local community. Not only does Vyborgskaya Cellulose manufacture pulp and paper as well as wood pellets, it also supplies the town of Sovietsky with district heating and sewage treatment. Wood Pellets from Sustainable Forestry Wood pellets are a convenient and clean renewable fuel produced from saw dust compressed under high pressure. Pellets are cylindrical in shape and usually 6 – 10 mm in diameter. The average length is about 10 – 30 mm. The production of pellets from solid biomass is a technology which transforms biomass to an energy carrier efficiently. Biomass is milled, dried, and densified. The result is a homogenous solid fuel with a much higher energy density. Andritz’ state of the art technology for pellet production has achieved overall conversion losses both for drying, milling and densification that are lower than 20 %. Excess heat from the pulp and paper production is recycled and used for drying the raw material for new pellets. Due to their high energy content and the convenient delivery and storage feature, pellets are an ideal fuel for replacing coal, heating oil and gas. They are a key technology for increasing renewable biomass utilisation in Europe and thus replacing fossil fuels, in the heating sector as well as in power generation. A particular advantage of pellet utilisation is the low environmental impact which is obvious both in the production process, during transport (zero environmental damage in case of spillage) and also in use. Modern pellet combustion equipment produces extremely low amounts of air pollution. Pellets contain much lower amounts of sulphur than oil or coal.
Due to perfect combustion control, the small amount of dust that is emitted is composed of inorganic salts, most of which are water soluble and pose a significantly lower risk to health than other types of fine dust.

Vyborg cellulose had recieved first vessel with logs for the pellet mill. It was delivered from Svir river, port Podporgie,volume 1400 cubic meters of Aspen.Vessel is currently unloading on panton pier.

April 2010 The modernization of paper manufacturing stream comes to the end. The basic equipment and technology supplier is Voith Paper GmbH company (Germany).
Basic automatic equipment supplier - limited company "Siemens" (Russia) and closed (joint-stock) company "Metso Automatization" (Russia).
Building and assembly jobs performance under the project of mounting the processing line is carrying out by the "ES - Contractstroy" company (Arkhangelsk).
Investments volume – 1 500 ml rubles. Under the planned building project are completely carried out
At present, works on assembling of equipment, pipelines and the load-lifting crane are carrying out. Commissioning term – 2 quarter 2010. The planned gain of productivity will amount to 50 000 tons of a board a year.
March 2010 JSC Vyborg Cellulose realizes the project on the organization of fuel granules manufacture (pellets). Manufacture plans to use by way of technical raw materials fuel wood, and also low grades of balances. Requirement for raw materials – 2.5 million cubic meters of wood. Potential output of fuel granules – 1 million tones per year. As of 01.02.2010 following works are performed

October 2007 Since 29.09.07 till 01.10.07 on the JSC "Vyborgskaya cellulose" there was made a general plant halt for releasing planned repairing works of technological equipment on all main productions. On the paper mill there was made a change of the ventilation system PM1. The new ventilation system will allow to increase the amount of production till 400 tones paper production in a day at the expense of increasing air flowing çà unity of time in 1,25 times and increasing of pressure swing in warm recuperation system in 1,6 times. To increase the effectiveness of air systems and the warm recuperation system there are installed moisture instruments, which are with other additional equipment will allow to adjust mass blast extracting air in automatic regime, subject to machine productivity. This work was made by "Vyborgskaya cellulose" personnel and by specialists of Finish "TM-SYSTEMS" company. Besides, on the Paper Mill there were realized works of drive roll recovering for cross cutting machine with attracting Finish "Piko-Tehnik" company specialists. There were made the exchange of basic rollers pressing part PM1 and some other necessary works on all technological current paper production. On the sulfite-cellulose production there was accomplished thorough repairing of belt, chain and screw conveyors in wood-preparatory work shop, pin polishing and building up of drum stud vacuum filter ¹1 for washing section with installation of mechanical compactions. At the same period there were made thorough repairing of equipment on the remarking leach production, boiler room, water-purifying building and on the other parts of the plant. The startup of plant after the stop was made in accordance to starting script, that allowed to come out on planned gauges on turn off outlet in a short period of time.
July 2007 VTB bank begin financing of invest program JSC "Vyborgskaya cellulose" within the given limits 1.0 billion rubles. The main target of the invest program is to increase capacity of paper making machine on 50% (up to 145000 tones per year) on white top liner production for corrugated boxing. To solve this problem JSC "Vyborgskaya cellulose" signed the contract with "Voith", Germany on 12.5 millions Euro, and few other contracts. Financing of this contracts began by VTB bank. New equipment will be enter into exploitation in the 3rd quarter 2008.
On 29 September 2006 a new chipper manufactured by "Andritz" company was put into commission after complex tests according to the start-up plan.
In August 2006 modernization of one of the wood preparation lines started at wood preparation workshop of sulfite pulp department, during which the chipper MPH-300 manufactured by "Petrozavodskbummash Ltd." will be replaced by a chipper of "Andritz" company. Total investments to delivery of the chipper constitute 0,5 million Euro, besides about 1 million rubles will be spent for erection work. Start-up of the chipper is planned for the end of September 2006. All erection and start-up work will be done under control of specialists from "Andritz" company.
In July 2006 a contract for production and delivery of debarking drum KB-425 is signed with company "Sojuzlesmontazh", Vologda (total value of the contract is 7,5 million rubles). Production work and delivery of the elements started in August 2006. Erection and start-up work will be finished in December 2006, and in January 2006 debarking drum will be put into commission.
In may 2006 reconstruction work of one of the three steam boilers BKZ-75-40 GMA was renewed. The date of commission is 15.12.2006. 28 million rubles were spent in 2005 for this reconstruction work and 18 million rubles more will be invested till the end of reconstruction and startup of the boiler. After reconstruction the capacity of the boiler will be increased from 75 to 90 tons of steam per hour. Besides, it will be the last site at JSC "Vyborgskaya cellulose" that will be changed from fuel oil to gas and operation control of the boiler will be done automatically on base of industrial controllers. The following companies took part in this modernization project: - "SZEM Ltd." - (mechanical erection) - "CTC Ltd." - (all construction work) - "NVK SZMA Ltd." - (automation) General supervision of all kinds of work and start-up process is done by representatives of manufacturing company JSC "Energomash corporation", Barnaul.

It was decided to confirm conformity certificate functioning + ROSS RU. ISO9. K00332 dd.24.08.2005 valid till 26.03.2007.
JSC "Vyborgskaya cellulose" 80 years anniversary JSC "Vyborgskaya cellulose" celebrated its 80 years anniversary in May 13, 2006. Currently it is possible to establish significant improvement of production factors. The enterprise conducts measures to re-equip factory, makes investments to development of the infrastructure. In 2001 the enterprise celebrated its 75 years anniversary. In 2005 goods were produced for 1514,6 mln. Rubles, that is 2 times more, than in 2001. During 5-year period the enterprise reached its record in pulp cooking production in 2004 Ö 63,6 thousand tons, it increased design capacity that 63 thousand tons. In 2005 Paper Mill produced 73,6 thousand tons of goods while itÒs design capacity is 60 thousand tons. Repair and modernization of equipment, alkaline processing technology conversion gave positive results, not only volume of powder lignosulphonates output increased from 2 thousand tons in 2001 to 38 thousand tons in 2005, but also it allowed to make earlier unprofitable enterprise profitable. It was impossible to increase production of main products without good energy provision. Boiler-room repair, moving to gas fuel allowed to provide the main production with steam. Equipment repair and reconstruction required considerable capital investments. During last 5 years investments to main funds constituted 203,8 mln. rubles. Main production profit increased from 3,6 mln. rubles in 2001 up to 148,6 mln. rubles in 2005. Enterprise fulfils planned production program stable in 2006. Enterprise production is in popular demand and doesnÒt stay at the warehouse. Goods are shipped to consumers not only in Russia, but also in Germany, Italy, Spain etc. Today the enterprise works using maximum capacity. During 4 first months in 2006 factual paper and cardboard production increased half of year paper machine capacity. It was possible owing to reduction of shat-downs, making and using optimal schedule of assortment change, and radical improvement of products quality. In 2005 the enterprise was certified by quality system ISO 9001-2000. "To provide enterprise work within maximum equipment load is hard, because it is constantly needed to maintain orderly interconnection of all links in production chain. Orderly enterprise work became possible thanks to high quality personnel, experienced managers. 20 April 2006 As from 24 April 2006 Vyborg Cellulose and Borregaard LignoTech have entered into a global supply and distribution agreement for lignin based products. Vyborg will produce lignosulphonate powder products at their plant in Vyborg district, Russia, and Borregaard LignoTech will distribute the products through their extensive world-wide sales and distribution network. Vyborg has a production capacity of approximately 40.000 mt powder products. Lignin is a wood based chemical with binding and dispersing properties and used in a wide range of industrial applications such as concrete, cement, feed and agricultural industries, oil well additives and batteries. Borregaard LignoTech is the leading global company for lignin based products with 11 manufacturing units. Mr. Alex Kazmin, President of Vyborg Cellulose says: "We welcome this agreement as it will give Vyborg long-term security and increased added value to an important co-product at our pulp mill. Furthermore, Borregaard will bring the necessary technical and commercial competence to further develop the lignin operation. I believe we now have a good foundation fora win-win situation". Mr. Peter Nygren, Director of Business Development, Borregaard LignoTech says: "We are very excited to start this partnership with Vyborg. Although we have had many years of contacts through the purchase of liquid raw material from Vyborg, this agreement will give both parties completely new opportunities to develop new products. Also, the lignin raw material at Vyborg is of high and consistent quality. Further down the road we will also be looking at possibilities to cooperate on yeast and maybe ethanol". Borregaard is an international company within wood based chemicals and selected niches of fine chemicals and ingredients. Borregaard has production units and sales offices in 20 countries world wide, and expects sales to total USD 650 million in 2006.
January 2006 For first time in history of the mill, in January 2006 paper mill team overcame eight thousand border, they produced 8006 tons of paper-cardboard production that 73% more than last year January level and 60% more than design capacity of paper machine.
According to annual work results after 2005 production growth of the goods at JSC "Vyborgskaya cellulose" in actual prices increased 11,9% (for comparison Ö total industrial growth in Russian Federation comprised 4,8% in December, and after annual results experts expect that industrial growth will be at the level of 4,2% (according to INTERFAX information).
On 9th of December negotiations were continued with companies "JAAKKO POYRY", "METSO PAPER", "VOITH PAPER" regarding supplies of basic and supporting technological equipment of all technological process for paper- board production increase. Negotiations with chemical manufactures (companies "Hercules" and "Halko") go on, they are directed to the fight against pitch problems appearing in the process of pulp cooking, washing and sorting. Also negotiations go on with company "Honeywell" regarding replacement of out-of-date system "Teleperm", manufactured by "SIEMENS" company, that controlled technological process at Paper Mill since 1917. Simultaneously with above mentioned measures deputies of Legislation assembly of Leningrad region inquired the governor of Leningrad region Mr. Valeriy Serdjukov with petition for Government of Leningrad region to assist in modernization of the mill of JSC "Vyborgskaya cellulose" by means of investments, budget credits and including of JSC "Vyborgskaya cellulose" to actual regional special programs.
October 2005 A planned shutdown of technological equipment for major repair was done at JSC
"Vyborgskaya cellulose" at the end of September. The main repair works were carried out at pulp industry, at wood preparation workshop, at paper-base factory, as well as repair works fulfilled at energy-technological industry within the framework of millÒs preparation to the following cold-season. In accordance with annual program passed in October 2005 the output of paper-board production at JSC "Vyborgskaya cellulose" will comprise not less than 7 506 tons, and the total output of goods in actual prices is planned for the amount of 150 765 thousand rubles.

September 2005 Balance profit of JSC "Vyborgskaya cellulose" for 2 month in III quarter constituted 17.7 million rubles.
15.09.2005 - negotiations with representatives of "Metso" company were held with the purpose to discuss increase of board-paper production up to 20 thousand tons per month.

The concert of the creative groups from Music School and the Club of Sovetsky was organized. All employees were presented with the gifts.
17.09.2005 The concert for 358 employees of the mill was organized by the administration and labor union of JSC "Vyborgskaya cellulose" on the central square of Sovetsky.
In August 2005 the mill gained National Certificate of Conformity of "GOST" (State Standard) system and certificate IQNet (International Quality Net), accepted in more than in 35 countries.
11.05.2005 In accordance with decision of Directors Council of JSC "Vyborgskaya Cellulose", Mr. Aleksey Kazmin was appointed to a position of the President of JSC "Vyborgskaya Cellulose".
2005 The shareholders of JSC Vyborgskaya cellulose took a decision to continue the program of technical equipment of the enterprise, witch allows to increase productivity and efficiency of the mill. The main task of this program is to increase the capacity of paper-base production up to 20 thousand tons per month (240 thousand tons per year) witch is 4 times more than design capacity of paper machine. It is proposed to increase the volume of pulp production on sulfite-pulp mill, as well as construction of a new workshop for output of fiber semi-finished products, (waste paper converting and wood mass production).
2004 Jointly with company "JonsonFoils" a modernization of wire tables of paper machine by Voith company was done in order to improve dewatering of paper web, to increase the speed of paper machine and its capacity. Moreover, obsolete system of quality control was replaced by modern quality supervision system that allowed to improve properties of paper products according to the requirements of international standards. The modernization works were held together with "Honeywell" company. The modernization of the boiler st.#1 energy-technological plant was held with simultaneous installation of automatic system of steam production management, that increased the boiler capacity from 75 to 90 tons of steam per hour. The modernization of multi fuel boiler st#4 was executed. The result is increase of the steam capacity from 8-10 to 15-16 tons of steam per hour.
May - December 2004 The project for automation of business process functions "calculation of production costs" and
"controlling of tax accountancy" was started at JSC "Vyborgskaya cellulose". Project works were executed by company
"Neosystems North-East".This project was provided for development of Automatic Control System of the mill. In earlier founded system functions of accountancy were automated on base of program platform
"1C Enterprise". In December the project of automation of business-processes functions "Calculation of cost price" and "Tax Registration" was successfully finished.
November 2003 - May 2004 Within the frameworks of technical development Program of the mill modernization of drying workshop at alkaline converting department was built, that included transfer of cyclone drying units from fuel oil to gas. The executed works ensured production capacity increase:
The economic effect of this introduction with viability term of 7 months allowed transferring of alkaline converting production from unprofitable to profitable.
November 2003 - April 2004 The JSC "Vyborgskaya Cellulose" together with company "Neosistem North-West" has started to realize the automatic book-keeping calculation project. The peculiarity of this introduction is adoption of branches configuration "Neosystems: Bumprom" that together with the customerÒs willingness for automation allowed to carry out the introduction during 5 months and to begin work in the system in 2 months already after contract concluding. In April the foundation of ACS bookkeeping calculation on the mill was finished.
2003 The Program of technical development of the enterprise "Investment directions of technical equipment with the purpose of production efficiency increase of JSC "Vyborgskaya Cellulose" was accepted.
2002 Within the framework of technical equipment program of the mill steam boilers st +2 st + 3 of energy-technological factory were converted from fuel oil to gas.
